Challenge

As Cambodia’s ICT sector experienced rapid growth, the country faced significant challenges in managing its radio frequency spectrum. The surge in mobile connectivity, internet penetration, and emerging technologies such as 4G and broadband services increased demand for spectrum allocation. However, outdated regulatory frameworks and inefficient spectrum utilization risked creating bottlenecks, limiting innovation, and hindering digital transformation. Recognizing these challenges, the Asian Development Bank (ADB) funded a strategic project led by GG International to analyze and enhance Cambodia’s spectrum management framework.


Strategy

GG International conducted a comprehensive analysis of Cambodia’s spectrum allocation, comparing it with global best practices. Key recommendations included:


  • Modernizing Spectrum Policies: Adopting market-based approaches such as spectrum auctions to ensure efficient allocation.
  • Enhancing Regulatory Oversight: Strengthening the capacity of regulatory bodies to monitor and manage spectrum use effectivel
  • Technology-Neutral Licensing: Enabling service providers to deploy next-generation technologies without restrictive licensing constraints.
  • Digital Inclusion Strategies: Allocating spectrum for underserved areas to expand connectivity and bridge the digital divide.

These recommendations aimed to position Cambodia’s spectrum management in alignment with international standards, ensuring flexibility for emerging technologies.
