Peter Knoll is an accomplished legal and financial specialist with over three decades of international experience advising governments, financial institutions, and development agencies on complex legal, regulatory, and investment issues.

Peter has held key roles at major multilateral development institutions, including as Financial Sector Specialist and Project Officer at the Asian Development Bank, where he led sovereign loan structuring, policy dialogue, and technical assistance initiatives across Central and South Asia, Southeast Asia, and the Pacific.

He has designed and negotiated projects spanning financial inclusion, capital markets, and regulatory reform, often in collaboration with partners such as the World Bank, the EU, KfW, USAID, and the governments of Australia, France, and New Zealand.

Previously, Peter served as Legal Counsel for Vulpes Investment Management in Singapore, structured global capital market transactions for FINCA International, and advised on cross-border financing, microfinance, and banking policy for clients such as the World Bank, IFC, and IFAD.

He began his legal career in international law firms and as an attorney at the U.S. Federal Reserve Board’s Office of the General Counsel, contributing to major sovereign financing programs and trade negotiations.

Peter holds a J.D. from the University of Michigan Law School and an A.B. from Harvard College, both awarded cum laude. He is licensed to practice law in New York, Washington, DC, and Colorado.
