Guinness Gallagher is an international development advisory and implementation firm headquartered in Singapore and fields specialized professionals across a broad spectrum of disciplines for both the public and private sector and development partners.
Founded in 1993 by a diverse group of practical and visionary economists, financial experts, educationalists and senior politicians, Guinness Gallagher has undertaken projects across a number of development platforms for both the public and private sector and development partners.

Our value approach is to field experienced experts to provide tailored advice and assistance, based on the individual and unique needs of our clients, international best practice, international and regional obligations and the client’s stage of economic, political and social development.
We commit to transferring skills and will field our senior experts in-country for as long as is required to understand the client's unique requirements and to work alongside them to ensure that the advice is jointly developed and understood and skills are transferred to local personnel.

With project engagements in over 35 countries world-wide, Guinness Gallagher has a strong focus in the Asia-Pacific region and undertakings for multiple development partners and private sector organizations.
We have worked on and managed more than thirty projects in countries including: Afghanistan, Bangladesh, Bhutan, Cambodia, PR China, Fiji, Indonesia, Iran, Iraq, Kiribati, Korea, Lao PDR, Malaysia, Maldives, Micronesia, Mongolia, Myanmar, Nepal, Papua New Guinea, Philippines, Solomon Islands, Samoa, Thailand, Timor-Leste, Tonga, Tuvalu, Uzbekistan, Vanuatu and Viet Nam. We have also worked on and managed several projects in the African sub-continent, including Nigeria, Rwanda and South Africa.
In addition, our project engagements have been with all the major development partners including ADB, USAID, NZAID, AUSAID, EBRD, World Bank and IBRA.
