ICT Sector Cambodia: strengthening policy and regulatory framework

Guinness Gallagher’s group of ICT specialists, engineers, commercial and legal, and policy experts analyzed the legal, regulatory and relationship strategies of the nascent Cambodian telecommunication sector in 2001.

The detailed policy and operational sectoral review looked at the feasibility of the functional separation of policy, regulation, business management, ownership and social provisions in the telecommunication sector in Cambodia, reviewing the regulatory framework, policy and operational functions of the Ministry of Post and Telecommunications (MPTC) as part of a World Bank funded PPIAF technical assistance program.

Although only having recently emerged from the ramifications of civil war and the Khmer Rouge social engineering and genocide, Cambodia in 2001 had four cellular mobile companies and the highest mobile penetration in the World at that time, but lacked a regulatory framework and future policy and strategy plans to develop its ICT sector ahead.

Our specialist team was able to confirm the rapid and remarkable progress being made in the Cambodian telecommunication sector as a result of the Royal Government of Cambodia's adoption of a free market economy and encouragement of investment and international technology partners, as well as assist the MPTC develop a roadmap for the future development of the sector.
