Guinness Gallagher’s experienced group of ICT specialists, engineers, commercial and legal, and policy experts analyzed the legal, regulatory and relationship strategies for the cost effective roll out of a competitive mobile network in New Zealand on behalf of an international equipment supplier, Ericsson, who were keen on encouraging new entry investment into the market using their latest ICT technology.

The investigation focused on the feasibility of Ericsson rolling out a mobile network in advance of an upcoming radio spectrum auction to position the company to supply successful spectrum enabled network to the potential auction winners.

Guinness Gallagher's analysis and review identified and developed an optimum effective roll out strategy for a new network provider, including: -

  • Technical network plans;
  • Detailed costing, including local government and landowner costs for the necessary environmental and access consents; and
  • Stakeholder engagement plans, developing relationships for deployment on other networks and/or surplus emergency networks.

Our multi-disciplined team was able to work closely with the client's marketing team and engineers to develop a workable and cost effective solution.
